North Cariboo Recreation

The North Cariboo Arena Replacement Project is underway. The West Fraser Centre will be an energy efficient “green” structure that will house an arena with a spectator capacity of 1,500, a regulation size ice surface and dry floor space for arena programs and events to be run year round. The Centre will also feature an indoor walking track around the arena concourse and rooms for community meetings and gatherings. The arena project continues to make progress, with no changes to the project schedule or budget. The $20.6 million project continues to be on track for a fall 2017 opening. The City of Quesnel manages the North Cariboo Recreation and Parks function on behalf of the CRD. The Quesnel Sub-Regional Recreation Services include:

  • The Quesnel and District Twin Arenas;
  • The Quesnel Arts and Recreation Centre;
  • Community art, sport and general recreation programming;
  • The Alex Fraser Park Agriplex;
  • Pioneer Park;
  • Bouchie Lake Recreation Commission programs and facilities;
  • Parkland Community Association programs and facilities;
  • Barlow Creek Recreation Commission programs and facilities.

North Cariboo Recreation and Parks is a function of the CRD that was originally established by supplementary letters patent in 1982 and most recently updated through Bylaw 3900 (2004).

Policy decisions related to existing NCRP services are made by the North Cariboo Recreation and Parks Commission (“NCRPC”). The Commission authority is limited primarily to the delivery of existing services at the Arts and Recreation Centre and Twin Arenas. Policy decisions outside the delegated authority of the NCRPC are considered by the North Cariboo Joint Planning Committee (“NCJPC”) with recommendations made to the CRD Board for ratification.

The NCRPC consists of two CRD Directors from Electoral Areas “A”, “B”, “C” and “I” and two members of Quesnel City Council, as well as one School Board #28 representative and two members of the general public, one selected by the CRD Northern Rural Caucus and one selected by Quesnel City Council. The NCJPC consists of the CRD Directors from Electoral Areas “A”, “B”, “C” and “I” and the Quesnel City Council.
